Rationale:
               Mabinay as a first class municipality of the province of Negros Oriental has uplifted its governance and environmental sustainability strategies through people oriented accomplishments. It’s Local Government Unit/ LGU has made the strong signposts for its programs and projects in the banner of “GO! Mabinay GO!,” that is “G for greener” and “O for a more organized” municipality. A Greener Mabinay calls for environmental sustainability and a more Organized LGU is of proofs of its good governance.
The Red Orchid Award, a smokefree recognition of the Municipality of Mabinay, has set the town to a national accreditation. This accounts the pursuit of the Local Government Unit/ LGU for a sustainable environment. The Department of Health has commended this achievement of the LGU and all its citizens. As the Brundtland Commission defines sustainable development as the “ability to make development sustain­able—to ensure that it meets the needs of the present without compromising the ability of future generations to meet their own needs,” this has been a priority of the greening programs and projects of LGU.
Secondly, the Seal of Good Housekeeping Award by the Department of Interior and Local Government has marked the good governance of the LGU Mabinay. This governance is the process of decision making and the process by which decisions are implemented, an analysis of governance focuses on the formal and informal actors involved in decision-making and implementing the decisions made and the formal and informal structures that have been set in place to arrive at and implement the decision (United Nations Economic and Social Commission for Asia and the Pacific). It is of these standards that the LGU of Mabinay has to prove its efficiency of providing governmental services through effective sectoral participation.     
With these laudable achievements of the Local Government Unit/ LGU of Mabinay and its constituency, the Mabinay Palangga Ko Ikaw (MPKI) Movement is launched to promote a participatory governmental operations. It is an interest group that calls for the positive acculturation of every Mabinayanon stakeholder as better citizen of the municipality in specific, and the Philippines in general.

                Thus, this Mabinay Peoples’ Congress is aimed on the following objectives:
(1) appreciate the significance of the Good Housekeeping and Red Orchid Awards;
(2) formulate positive participation in the programs and projects aligned for the said
awards;
(3) collate ideas to positively improve the programs and projects in line with the
mentioned awards;
(4) encourage participatory planning for enhancing programs and projects relative to the
awards; and
(5) exercise a culture of positivism.
